T h i s is called in german "S p e r r s c h r i f t". There are two solutions:
  1. load file letterspacing.sty from CTAN and save it in a directory where LaTeX finds it. Don't forget a texhash. In preamble write
    \input letterspacing.tex
    and in the text use it as:
    \letterspacing to 2\naturalwidth{Sperrschrift}
    Than it's written with double spacing.
  2. In preamble write
    \usepackage{soul}
    This package is part of your local TeX-Installation, otherwise get it from CTAN and save it in a directory where LaTeX finds it. Don't forget a texhash. In the text you can use the predefined command
    \so{other spacing}
    or define anotherone with a special spacing:
    \sodef\mySpace{\bf}{0.4em}{1em plus 1em}{2em plus .1em minus .1em}

    With the soul-package hyphenation is possible.
